Avoid information conveyed by colors as a black and white browser will not be able to pick up that message.

For people with low vision or reading problems, animated images will be very distracting and especially when text is also displayed reading will either be difficult or impossible. So flash should provide some mechanism for such users to enable them to make moving, blinking, scrolling or auto-updating information pause a while.

Looping can be controlled by reducing the number of frames in an animation such that animation should not last more than 20 seconds in total and loop only twice if many frames are needed. Also content must not take more than 3 seconds for blinking and it should not include anything that flashes more than 3 times in one second.
